BETHLEHEM, Pa - An Allentown man is facing multiple charges after colliding with parked vehicles while leading police on a chase, and then fleeing from officers.
On Monday, February 3, 2025, at approximately 11:56 pm, Troopers attempted to make a traffic stop on a 2010 Subaru Legacy in the area of Central Boulevard and West Market Street, City of Bethlehem, Lehigh County, for vehicle code violations, according to a press release from the State Police.
After Troopers activated the lights and siren of a marked PSP Patrol vehicle, the Subaru failed to yield to Troopers and a pursuit ensued east on West Market Street for approximately 5 blocks.

The Subaru crashed into numerous parked vehicles on West Market Street before becoming disabled in the roadway.
Both the driver and passenger of the Subaru fled on foot and the driver of the Subaru was
apprehended by Troopers following a foot pursuit.
The passenger was unable to be located at this time, according to state police.
The driver of the vehicle was arrested and identified as Devon J. Legrand of Allentown, PA.
Legrand was transported from the scene to Saint Luke’s Fountain Hill for his injuries.
On Tuesday, February 4, 2025, Legrand was bedside arraigned, and bail was set at
$15,000.00. Legrand was criminally charged with the following:
• Felony – 2
• Misdemeanor – 1
• Summaries – 12
Legrand was remanded to the custody of the Leigh County Sheriff’s Department pending
release from Saint Luke’s Hospital, he will then be arraigned on other outstanding felony
warrants.
